Purpose of the Assembly

The WLA Assembly of Global General Counsel exists to preserve serious deliberation on cross-border legal reality at the highest level of responsibility.

As legal exposure globalises, General Counsel increasingly confront institutional behaviour, enforcement discretion, and systemic risk that cannot be addressed through advice, conferences, or public forums.

The Assembly exists to provide a disciplined space for reflection where judgment is shaped through experience, not visibility.


Nature of the Assembly

The WLA Assembly of Global General Counsel is:

  • A deliberative body, not an event

  • A continuing institution, not a series

  • A private forum, not a platform

It does not issue recommendations, publish outcomes, or seek consensus.

Its value lies in orientation and reflection, not expression.


Participation

Participation in the Assembly is:

  • By invitation only

  • Limited to sitting or recently retired General Counsel and equivalent in-house legal leaders

  • Personal, not representative

External advisors, consultants, law firms, and service providers do not participate.

Participation does not imply endorsement of views expressed or institutional alignment beyond the Assembly itself.


Deliberative Discipline

All deliberations are governed by strict principles:

  • Full confidentiality

  • No attribution without explicit consent

  • No commercial activity

  • Equality of voice

  • Experience-based contribution

These principles exist to preserve candour and trust.


Role of World Law Alliance

World Law Alliance convenes and stewards the Assembly.

It does not participate in deliberations, shape viewpoints, or influence discussion.

Its role is institutional: to protect the integrity, continuity, and purpose of the Assembly over time.


Relationship to Other WLA Initiatives

The Assembly exists alongside, but distinct from:

  • The WLA Global Legal Readiness Index™

  • Regional deliberations

  • Institutional reference instruments

Insights may inform broader institutional understanding, but deliberative content is never disclosed or attributed.


Continuity and Integrity

The Assembly may be paused, reconstituted, or concluded if:

  • Confidentiality is compromised

  • Commercial influence emerges

  • Institutional purpose is diluted

Continuity is subordinate to integrity.
