Why the Index Exists

Global legal exposure today rarely arises from the absence of law.
It arises from the way legal systems behave in practice under regulatory pressure, institutional stress, and cross-border interaction.

Formal law often does not reveal:

  • how regulations are enforced,

  • how institutions respond in practice, or

  • where cross-border friction actually emerges.

The WLA Global Legal Readiness Index™ exists to address this gap.


What the Index Is

The WLA Global Legal Readiness Index™ is a structured institutional reference that reflects legal reality as experienced on the ground, across jurisdictions and practice contexts.

It captures patterns relating to:

  • regulatory volatility,

  • enforcement behaviour,

  • cross-border friction, and

  • alignment between law on paper and law in practice.

The Index is not a ranking, scorecard, or survey.
It is a readiness-oriented reference, designed to support orientation and foresight before exposure crystallises.


What the Index Is Not

The Index is not:

  • legal advice,

  • a compliance checklist,

  • a country ranking,

  • a theoretical research publication, or

  • a substitute for professional judgment.

It exists to inform awareness, not to direct action.


How the Index Is Built

The Index is curated institutionally by World Law Alliance and informed by:

  • Designated Constituent Law Practices with jurisdictional depth

  • Practice-domain contributors with cross-border experience

  • Continuous institutional review and calibration

Inputs are grounded in lived legal practice, not desk research or secondary reporting.

Attribution is restrained and institutional, not promotional.


How the Index Is Used

The Index is used to:
